Subject: Appreciation and constructive suggestions regarding Public Notice dated 13.05.2026 for compliance of the West Bengal Animal Slaughter Control Act, 1950.
Respected Sir, We sincerely appreciate the Government of West Bengal for issuing the Public Notice dated 13.05.2026 regarding strict compliance of the West Bengal Animal Slaughter Control Act, 1950 in light of the directions of the Hon’ble High Court at Calcutta and the Hon’ble Supreme Court of India.
The notification reflects a positive administrative initiative towards lawful regulation, humane governance, transparency, and accountability in matters concerning animal slaughter and animal welfare.
The following measures mentioned in the notice are particularly appreciable: * Mandatory certification before slaughter * Requirement of written opinion by competent authorities and Government Veterinary Surgeon * Restriction of slaughter only to authorized slaughterhouses * Prohibition of slaughter in open public places * Inspection and enforcement powers for authorities * Recognition and implementation of judicial directions
Such measures can significantly help in preventing illegal practices, improving regulatory monitoring, and promoting a more disciplined and humane framework.
At the same time, we humbly submit a few constructive suggestions for further strengthening implementation and long-term effectiveness:
1. Strict monitoring and prevention of illegal cattle transport and cross-border smuggling activities. 2. Installation of CCTV surveillance systems at all authorized slaughterhouses and transport checkpoints. 3. Creation of a transparent digital registration and monitoring system for all slaughter fitness certificates issued by authorities. 4. Monthly district-wise public disclosure of certificates issued and inspections conducted. 5. Strengthening veterinary supervision and independent audit mechanisms to prevent misuse. 6. Modernization of penalties under the Act, as the present fine provisions are no longer proportionate to present-day realities. 7. Promotion and support of Gaushalas, Panjarapoles, rehabilitation centres, and cattle shelters as humane alternatives. 8. Integration of cow-based rural economy, organic farming, gobar utilization, biogas, and natural farming models for sustainable rural development. 9. Development and protection of grazing lands and fodder systems to reduce abandonment of cattle. 10. Public awareness campaigns regarding humane treatment of animals, lawful compliance, and prevention of cruelty.
A balanced approach combining compassion, constitutional governance, scientific management, transparency, rural sustainability, and effective enforcement can become a model framework for the entire nation.
We once again appreciate the Government of West Bengal for taking this important administrative step and hope that continued efforts in this direction will further strengthen animal welfare and lawful governance in the State.
